There is no minimum age set by the State of Texas to take a Food Handlers course and earn a certificate — anyone can complete the training (though a few local health departments may set their own minimum). Separately, Texas and federal child labor laws generally require a person to be at least 14 years old to be hired to work in a restaurant, kitchen, or store.
So a motivated teenager can get certified before they ever fill out a job application. For parents and first-time job seekers, that is a real competitive advantage: it shows a hiring manager the teen is serious, responsible, and ready to step onto the floor without costing the business time or money on day-one compliance.
Two practical notes: 14- and 15-year-olds can work in food service with limits on hours and duties, and to serve food in a business licensed for on-premise alcohol you must be 18 or older.
